Offering: The Devil. He's a dick. And also still an angel of the Lord, so hey, phenomenal cosmic powers! He hates humanity as a rule (you filthy little apes c:), but he still run pretty cool, and generally has a reason for killing people. ...even if that reason his that he's bored.
Seeking: Anything and everything! Need someone to happily murder your character? This is your guy. Need a buddy to bitch about humans to? Well, he'll listen for a little while. Don't apply if you're a pagan god. Negative CR is what he's best at, but I don't mind him developing positive CR as well!

Idk how well it would work out but Claire is super curious about her power and would probably question Lucifer like crazy about people that are evolved and have powers and wonder if maybe he has anything to do with it. Assuming he's easily known as the devil and everything.

... what do you think he'd think of Kyuubey? ... he's a fluffy alien who grants wishes and uses humanity and the emotional energy of its teenage girls as a useful energy source for combatting entropy.

Kyuubey thinks angels are interesting because they are beings he is unfamiliar with who seem to be able to muck about with things without any regard to physics.

He'd probably chalk him down as another kind of supernatural creature, albeit one with a very strange relationship with humans. Also, curiosity! He knows pretty much all of the creatures in Creation, so finding something new is something of a novelty for him.

And yeah, those damn angels have do regard for silly physics.
