Considering how close he gets to actually walking into a knife before he looks up and sees the other kid.... they might have a point. He lets out a surprised yelp and scrambles backwards.
"What the heck, man?" He looks around for something he can use as a weapon... why does he never think about needing something to fight with until he's already facing a weird kid with a knife?

Frisk almost drops the knife in alarm. They didn't know humans were here. Maybe that would make sense, they realize belatedly, because they are on the surface. Some kind of surface, in any case.
There's no pretending that they didn't have a knife, but they hastily shove it back in their pocket and raise both hands in what they hope will do for a calming, placating gesture. They don't want to hurt anyone. That's not what the knife is for. Or - yes, it is, but it's not what Frisk uses it for.
Their mouth is dry. They can't think of anything to say. Talking never came very easy for them. They just keep shaking their head, backing away, trying to look as nonthreatening as they can.

"Okay... maybe we should start over. I'm Dipper." He offers the kid a hand. "You look... really new."

They mouth his name silently, then take a breath. Time to try again.
"Frisk." There. It's not so hard. They manage to meet his eyes and they can even reach out and take his hand. "I'm - um. Yeah."
He guessed it right the first time. They're new. They think they are. They didn't RESET; they certainly didn't reach for a SAVE. But it'd be too difficult to explain, and he might forget it they end up doing a RESET anyway.

"I'd say welcome to Wonderland, but it's hard to feel all that welcome when you've been taken somewhere against your will. Some parts of it are pretty cool, though! And other parts... really, really suck." He can never decide whether he loves Wonderland or hates it. The mysteries are awesome. The twelve forever part is hell. "But... what do you know? Has anyone given you the rundown yet?"

"I thought we were - " They break off, shake their head, start over. On the surface, they were about to say, but that seems to be a given. They don't want to sound completely, well, stupid. "I haven't seen anyone. Yet." Oh, uh. "Until now." There.

Still, it's nice that Dipper isn't holding the "brandishing-a-knife" issue against them. They've been among monsters for so long (relatively?) that they'd almost forgotten what humans were like. Puzzles and challenges and spear-throwing aren't normal for them, are they?
(He's not wearing a striped shirt, but they think he's a kid anyway.)
"What happened?" Frisk gestures at vaguely in the direction of their own facial region as they try not to look disturbed by the news that people can apparently lose their eyes here.
OH HI. YES YOU SHOULD DO THAT.
Dipper frowns, rubbing his arm. "I'm not... totally sure." He was not great at communicating with her. "She's been here a really long time, though. Like, 150 years a long time. So all sorts of weird things could have happened. Plus, she's been 12 that whole time."
That's the part that worries Dipper most. Not many people stay more than a few years, if that, but the fact that it's a possibility, that he could possibly spend a century or more being 12... it's terrible.
IT'S WEIRD TO HAVE A CHARACTER WHO IS NOT AN ASSHOLE
They look at their hands. Are they going to be like this forever, now? For as long as they're here?
This place is feeling less and less like Snowdin all the time. They'd thought for a brief moment that they were back Underground when they woke up here, but this - it's all wrong.
They glance back at Dipper, wary again. "So you've been here...how long?"

"So there's no way out. Not that we've found anyway. Sometimes it just spits you back out, and we don't know why that happens either."

Sounds familiar.
That's not the sort of thing that tends to make Frisk any less determined, but they also don't know the full story here, not yet. At least they don't have to get used to the suspension of time. Does one age when caught in a continuous loop? Those are the kinds of questions that makes their head ache at the temples, so they quickly shift the thought aside.
What else could they possibly ask without arousing some kind of suspicion? No one besides Flowey knew about the RESETs, the SAVEs. Flowey and...and others, sometimes. Could they RESET?
Best not to try that now.
Frisk scuffs at the ground with their feet and look down, sheepish. "Sorry. About the - "
The knife. But they don't want to say it.
