[Because Rip has absolutely tried.
And that just scratches the surface, as Janeway herself speculates a moment latter.] Indeed. There is evidence, empirical though it may be, that when someone is returned to their original universe they go back to the exact point they'd been pulled from. Moreover, no one here appears to age; in particular there have been several teenagers who have been here reportedly for years, yet their development has simply stopped--as if time does not flow within this dimension.
[It's akin to the Vanishing Point, the realm where the Time Masters had headquartered on the edge of the timeline, and yet even more extreme even in those basic principles.]
Thankfully so, assuming the Temporal Prime Directive is the equivalent of doing no harm to the timeline. [The charge of the Time Masters, and one Rip still at least attempts to adhere to in spite of everything.]

[ she's tempted -- oh, is she tempted -- to try and get q's attention. yet, while she's not beyond seeking out the omnipotent's assistance, she'd rather wait and see what she was capable of on her own before admitting that she required his help. janeway would rather not be indebted to him, though she'd argue he's indebted to her at this point. (though some part of her doubts even he could find her here, for there are likely corners of the cosmos that not even it's most supreme beings can touch.) ]
General Order 157: Don't interfere and discuss your experiences with no one. [ there's more to it, but that's the general gist. don't get involved and keep your mouth shut. ]

[He's never heard of such a thing, but Janeway apparently has--and what's more, she finds it comparable to where they are now. Rip has never heard of anyone learning about the mechanics of time in Wonderland whose first response has been to hold it against their own similar experience.
It's likely too much to hope for, but still. Some things simply cannot be helped.]
Very similar then. It would seem like your organization understands enough about time travel to know how easily things can be altered if someone is careless.
no subject
[ as for the continuum, she remains silent, not as willing to talk about the q as she is the organization she represents. ]
no subject
Of course, it makes the silence on the other part stand out all the more.]
I'm guessing there's some reason you're opting to stay silent about whatever this "Continuum" is?
no subject
Protocol, and a few personal reasons, if you must know. Namely the former. The latter can be endured, but adherence to the former is a must. I see no reason to elaborate, just know that it's a realm that reminds me of this one. Let's leave it at that for now.
[ at the top of her personal reasons: a strong desire not to deal with him right now. no need to add q and his puerile attempts at flirting with her to the list of things making her head pound. ]
no subject
I suppose I can do so, assuming that it remains irrelevant. Believe me, Captain Janeway, you'll likely find few that understands the importance of preserving time so well as I.
[He doesn't mean to sound arrogant or to brag; it's simply a matter of fact in Rip's experience. The vast majority of people would choose heroics, while some able to turn away from those in need go too far, and instead find themselves willing to manipulate history to their own whims.
Rip's walked the fine line between for many years now. It's very much part of who he is.]
That said, you've already surmised that I alone don't hold the key to getting free of this dimension. I doubt you'll find you do either. No one person seems capable of it, regardless of their abilities or expertise.
[With the kettle set to heat, Rip reaches up into the cabinet again, this time for the assorted items one might expect be used to make a proper cup of tea.]
Cooperation is going to prove necessary. Not that you have to take my word for it, of course.
[Time, however, would lend credence to his claim.]
Would you care for a cup of tea?
no subject
I'm more of a coffee kind of gal, but in the absence off... [ that shrug of one still-bare shoulder, that's a yes. she'll concede to tea for a moment, even though the pounding in her head is screaming for the soothing black bitterness of coffee devoid of cream, sugar, and all other flavorings. ]
And I didn't say I did, but I don't give up easily. Regardless of whether or not others are willing to comply and work together on this project, I'm not settling in without a fight.
no subject
But there remains proof of it all around them. She mentions wanting coffee, and his lips twist into a momentary grin: some rivalries, it seems, would withstand the test of time and space alike.]
There isn't a true absence of it, or nearly anything else you could think up here. [Of course, Rip isn't going to be the one to wish for it. If the Captain is truly a scientist as she claims, then she'll no doubt appreciate the opportunity to experiment.] You just haven't wished for it yet.
[He glances over his shoulder at that, and yes, that would be an amused glint in his eyes--especially if she takes his comment as well as he expects her to.
That would be not well at all, for the record.]
"Whether or not others are wiling to comply?" [Yes, she'd continued on, but those are the words that has Rip specifically turning around to face her once more. He leans back against the counter, his arms folded across his front as he considers that this woman may be in for a harder time than even he has had to face.]
Oh, you are indeed a Captain--but you should keep in mind that the people here are not your crew. They are a varied and diverse set of captives who often won't care what brand of expertise you possess, nor will many of them be impressed by your rank.
They are often slow to trust, and cautious when it comes to just whom they cooperative with. [Granted, Rip is hardly a people person--but given Janeway's approach with him, he can't see her winning the trust of the population easily either.
"I don't see a reason to elaborate;" Rip has to wonder if this is what the others feel like when they talk to him.]
no subject
You have a very crude definition of what being a captain is, and I don't appreciate it being applied to myself. Nor do I like your assumption that I would force the hands of those who are unwilling to participate in whatever efforts I help to devise. That's their choice, one I wouldn't necessarily agree with, but would respect and defend nonetheless.
no subject
[He glances at the kettle briefly, although it’s taking its time. That’s what he gets, he supposes, for opting for a more traditional route. Ah well.]
As for any offense, I do apologize. Please let me know where I’m wrong in my assessment: [He turns back towards her once more, loosely crossing his arms across his front.] You’re experienced, intelligent, likely more than capable of leading a group of people towards a common goal. You can think of solutions others might not see--[said with a nod towards the microwave]--but at the same time you don’t act without reason. Your risks are calculated, done with consideration towards the, ah, Temporal Prime Directive, as you called it? Likely other regulations and factors as well. You have perfectly good rationale behind what you do or don’t do, and what information you share and keep secret—and above all? You’re stubborn as hell, to put it bluntly.
[Maybe moreso than Rip—who in so many ways could have just been describing himself.]
Any of that not ring true to you?
